Elon Musk said Tesla and SpaceX are exploring a combination and that merging them "would be a good idea"; both companies have formed committees to study it, and a deal would create a company worth well over $3 trillion, according to the NYT and WSJ. Tesla reported flat revenue and lower profit on weaker vehicle sales for the third quarter, but positive free cash flow. Reuters reported before the results that Barclays expected SpaceX, which absorbed xAI in February and listed in June, to be the likelier acquirer.

China's commerce and science ministries have published draft rules adding 23 AI technologies to the export-control list, covering the weights and source code of models with at least 2 trillion parameters or ranking in the world's top ten, along with chip designs at 14 nanometres or below. Open-source code and published research are exempt, and Chinese firms may keep serving foreign users through apps and APIs; running a covered model on servers abroad would count as an export. Public comment is open until November 15, and a temporary registration rule took effect on October 16.

Run: degraded. 31 of 31 feeds fetched, 630 items in window, 69 exact duplicates collapsed by the tool and 49 more by event; 121 repeats of the last fourteen days dropped, 66 deprioritized; 37 candidates shortlisted, 17 read; 25 stories kept, 11 of them from headline and description only.

Degraded sources: every feed fetched, but coverage was thin. nytimes.com, wsj.com, ft.com and economist.com remain unreadable; nature.com and science.org refused both the page tool and WebFetch, so no Science and technology story was read; sec.gov and ir.tesla.com refused. Tesla's and Meta's third-quarter figures come only from agenda-source descriptions.
